ChatGPT Work vs Claude Cowork: which suits your business?

On each vendor's own documentation, checked on 29 September 2026, ChatGPT Work is OpenAI's agent inside ChatGPT for longer, multi-step work, and Claude Cowork is Anthropic's, built on the same agentic architecture as Claude Code. Three differences matter to a business. Where they run: Work runs in the cloud on web and mobile and reaches local files only through the ChatGPT desktop app, while Cowork runs in Claude Desktop on macOS and Windows, with cloud sessions on web and mobile in beta. How usage is counted: Work shares one allowance and one pool of credits with Codex, while Cowork draws on the Claude plan's usage limits, and on Claude Enterprise every token is billed at API rates. Who controls them: OpenAI gives admins separate Work Cloud, Work Local and Codex Local permissions, while Anthropic gives owners an organisation-wide switch, a separate switch for cloud sessions and, on Enterprise, custom roles by group. Which one suits you depends less on the agents than on where your files, identity and existing licences already sit.

OpenAI's help centre and ChatGPT pricing page block scripted reading, so those two were read in a browser. The US dollar figures are the vendors' US list prices as their pages served them. Anthropic says its US prices, individual and team, exclude applicable tax. OpenAI's Codex and ChatGPT Work pricing page does not state a tax basis. OpenAI's ChatGPT pricing page shows pound prices to a UK visitor and does not say whether they include VAT. Vendors change prices, plans and features without notice, so confirm them on the sources below before you buy. No head-to-head test sits behind it, so it tells you what the vendors say rather than how well either performs. Where a vendor's pages say nothing on a point, the cell says so instead of filling the gap, and the numbers in brackets point to the sources at the foot of the page.

Which fits which situation

I would not choose between these two on features. They do the same job, and what separates them is where they run, how usage is billed and who controls them, so start from the situation below that looks most like yours. Where two apply, your security team's requirements usually settle it.

Staff already work in ChatGPT, and engineers use Codex
ChatGPT Work sits in the same workspace and draws on the same allowance and credits as Codex [1, 5], so budget them as one line, not two. On Enterprise, check that your workspace qualifies first: OpenAI's help centre lists Work for eligible Enterprise and Edu workspaces with EKM enabled [1].
Staff already use Claude, or engineers use Claude Code
Claude Cowork is included in Pro, Max, Team and Enterprise [11] and draws on the same usage pool as chat and Claude Code [13]. Team and Enterprise keep Cowork separate from chat for now. Anthropic says Team and Free plans will follow soon, and Enterprise admins get at least 30 days' notice before the one-Claude change reaches them [9, 12].
Staff work mainly in a browser or on their phones
ChatGPT Work on web and mobile runs in OpenAI's cloud on eligible paid plans [1]. Claude Cowork on web and mobile is in beta, and on Enterprise an admin must enable it and switch on cloud sessions, which are off by default there [11, 12]. Pilot on the surfaces your staff will use.
The files sit on staff laptops
Both can work in local folders through their desktop apps [1, 11]. The question that matters is where the record of that work ends up. OpenAI says messages and task context may be stored in the cloud even when work runs locally [1]. Anthropic says local Cowork history stays on the user's computer, outside its standard retention. Claude Enterprise admins can retrieve it through the Compliance API; deletion endpoints for local sessions are not yet available [12].
Security wants access by team and a record of what the agent did
That points to the enterprise tier on either side. Custom roles and SCIM group sync are on ChatGPT Enterprise and Edu, not ChatGPT Business [4]; custom roles by group are on Claude Enterprise [8, 12]. Neither vendor describes its logs as a complete record of every step [4, 12], so test them against what your auditors will actually ask for.
Recurring work should start when an email or message arrives
ChatGPT Work lists event-triggered tasks on Gmail, Slack and GitHub [1]. The Anthropic pages cited here describe scheduled tasks that run in the cloud [11], not tasks started by an event. If a trigger is the reason for the rollout, pilot that exact workflow.
The bill has to be predictable
Neither agent has a fixed price per task. On ChatGPT Enterprise and Edu, per-user monthly credit limits and a workspace overage limit cap exposure [4, 6]; on Claude Enterprise every token is billed at API rates and group spend limits are the cap [8, 13]. On the team plans, both run within a seat's allowance, and usage beyond it costs extra [5, 13].
The firm runs on Microsoft 365
Price Microsoft's own agent, Copilot Cowork, alongside these two. It is licensed and metered differently, as the next section sets out.

What each costs to run

Neither agent carries a price of its own. You pay for the plan, and the agent spends its usage. ChatGPT Work uses the same pricing, credits and usage limits as Codex [5]. On credit-based business agreements, Work draws from a shared pool of workspace credits, and whether it adds to the invoice depends on the credits left, the contracted rates and the overage setting [6].

OpenAI publishes one illustrative planning example [6]. Among first-time enterprise Work users in marketing, the change in annualised consumed-credit value after employees started using Work was about US$53 per employee a year at the median, US$309 on average and US$1,154 at the 90th percentile. OpenAI says these are directional estimates, annualised from one week of early usage, and not fixed prices or guaranteed changes to an invoice. The gap between the median and the average is the part worth reading: a smaller number of heavy users pulls the average up, and those are the people to watch in a pilot.

The Anthropic pages cited here publish no equivalent figure. Cowork counts toward the plan's usage limits, and longer tasks that search the web, run code or create files use more than a quick question [10]. On Claude Enterprise every token is billed at API rates on top of the seat [13], so the same spread between light and heavy users shows up directly in the bill.

For either vendor, a pilot on your own work is the only estimate I would budget against. Run the same workflow before and after, and record time taken, rework and usage per person.

If your firm runs on Microsoft 365: Copilot Cowork

Microsoft sells a third option under a similar name. Copilot Cowork is Microsoft's agent inside Microsoft 365 Copilot: it sends email, schedules meetings, creates Word, Excel, PowerPoint and PDF files and posts in Teams, asking for approval before important actions [14]. Microsoft says it built Copilot Cowork working closely with Anthropic, integrating the technology behind Claude Cowork [18], and it can use Anthropic's Claude models as a subprocessor for most of its reasoning [15].

Licensing
It requires a Microsoft Copilot licence, and that licence includes no Cowork usage: Cowork is billed by usage in Copilot Credits, at US$0.01 a credit on Microsoft's pay-as-you-go meter, or at a discount through a one-year pre-purchase plan [17].
Who gets access
Admins grant access through a spending policy that selects Cowork. A policy with a very small credit limit still grants access, so control who gets in through the policy's scope rather than its limit [16].
Files
It works with files in OneDrive and SharePoint and cannot open files stored only on the user's device [15].
Regions
Because it uses Anthropic models, Microsoft limits Copilot Cowork to the regions Anthropic supports [15].

For a firm whose mail, documents and identity already sit in Microsoft 365, that is reason enough to price Copilot Cowork next to the other two. Claude Cowork also connects to Microsoft 365 as one of its connectors [10].

What to test in a two-week pilot

Vendor documentation will not tell you how either agent handles your own work. Give both agents the same real work for two weeks, with a named owner and one question to settle, and collect evidence on each point below. A pilot without a baseline produces opinions, so time the work before either agent touches it.

One workflow your teams repeat
A weekly report, a meeting pack or a research brief, run by the same people on both agents with the documents they really use.
Usage per person
Read each user's usage from ChatGPT's usage dashboard and Claude's Settings > Usage [5, 10], and project it across a year before choosing.
Joiners and leavers
Connect single sign-on, and SCIM where the plan has it, and check that access ends when someone leaves. Our identity provisioning for more than 1,000 users at a large international marketing agency ends Claude access when the HR record changes, not when a colleague remembers.
An action with consequences
Ask each agent to send an email or change a shared file, and see where it stops to ask. An approval prompt is one control. For work where a wrong step costs money, read why a model should not be the only check on an action with consequences.
The records your auditors will ask for
Check what each vendor's compliance logs capture from local work [4, 12], before the agent touches regulated work.

For engineers and security reviewers: execution, data and controls

The table shows what each vendor publishes at plan level. These are the details behind it that a security review asks about, each with its source.

Where cloud tasks execute
ChatGPT Work in the cloud runs the Codex harness in an isolated environment on OpenAI-managed infrastructure [2]. Claude Cowork cloud sessions run on Anthropic's servers in an isolated environment, where its shell commands and code run [11].
Local execution is not local inference
OpenAI says file excerpts, prompts, screenshots, browser content or tool results from a local task may be sent to OpenAI services [3]. Anthropic runs a local Cowork session's code in an isolated virtual machine on the user's computer [12], and lists an active internet connection as a requirement throughout a Cowork session [11]. The pages cited here do not describe either vendor's models running on the device.
Network egress
Work's code and shell access to the public internet follows workspace policy and a per-user Work network setting; web search has separate controls [2]. Cowork follows the organisation's network egress settings, which do not cover web fetch, web search or MCP connectors, and changes apply to new sessions only [12].
Browsers
Work's cloud browser is separate from the user's browser and cannot reach local tabs, saved passwords or signed-in sessions; website sign-in through it is not available on Enterprise or Edu, and on Enterprise an admin must enable the cloud browser [2]. Cowork uses a browser built into Claude Desktop or the user's Chrome through Claude in Chrome, so its traffic comes from the user's machine [12].
Shared connections
In ChatGPT, a shared or agent-owned connection uses the connected account's permissions, which can exceed those of the person asking [2, 4]. Scope those connections to the task.
Deletion and retention
Deleting a Work chat schedules permanent deletion within 30 days, subject to OpenAI's stated exceptions [2]. A deleted Cowork task leaves the history at once and backend storage within 30 days [11]; deletion endpoints for local Cowork sessions are not yet available [12].
Telemetry
OpenAI's local Codex OpenTelemetry export does not cover ChatGPT Work on the web [4]. Cowork emits OpenTelemetry events for tool and connector calls, files read or modified, skills used and whether each action was approved manually or automatically [8].
Prompt injection
Anthropic states that the risk of prompt injection in Cowork is not zero and advises limiting sensitive files and web access [12]. OpenAI's cloud browser can ask for a separate confirmation before a consequential action [2].

Common questions

What is the difference between ChatGPT Work and Claude Cowork?

Both are agents for multi-step office work that hand back finished files. ChatGPT Work is OpenAI's, inside ChatGPT, and shares its usage allowance and credits with Codex. Claude Cowork is Anthropic's, built on the architecture behind Claude Code, and draws on the Claude plan's usage limits. Work runs in the cloud on web and mobile and locally in the ChatGPT desktop app; Cowork runs in Claude Desktop, with web and mobile in beta.

Is Claude Cowork still a separate product?

It is changing. Anthropic made Cowork generally available on all paid plans on 9 April 2026, and on 16 September 2026 began merging it with chat into one Claude, starting with Pro and Max. Team and Enterprise organisations keep chat and Cowork as they are for now. Anthropic says Team and Free plans will follow soon, and Enterprise admins will hear at least 30 days before anything changes for them.

Does ChatGPT Work cost extra?

Not as a separate product. It is included in ChatGPT plans from Free (limited, on desktop) to Enterprise, and it uses the same pricing, credits and usage limits as Codex. Heavy use can mean buying credits, or on credit-based business agreements drawing down the workspace's credit pool.

Does Claude Cowork cost extra?

Not as a separate product. It is included in Claude Pro, Max, Team and Enterprise and counts toward the plan's usage limits, which Cowork tasks use faster than quick questions. On paid plans, usage credits at standard API rates extend it, and on Claude Enterprise all usage is billed at API rates on top of the seat.

Can either one work with files on my computer?

Yes, through the desktop app in each case. ChatGPT Work reaches local files in the ChatGPT desktop app where the plan and workspace allow it, but not on web or mobile. Claude Cowork reaches folders you grant in Claude Desktop while the app is open. Check with each vendor where the record of local work is stored.

How is Copilot Cowork different from Claude Cowork?

Copilot Cowork is Microsoft's agent inside Microsoft 365 Copilot. Microsoft says it integrated the technology behind Claude Cowork, working with Anthropic. It needs a Microsoft Copilot licence, is billed by usage in Copilot Credits, and works with files in OneDrive and SharePoint rather than on the device. Claude Cowork is Anthropic's own product, included in paid Claude plans.

Which one should we choose?

Choose by situation, not by vendor loyalty: where your staff and files already are, how your finance team wants usage billed, and which access and audit controls your security team requires. Then run both on the same real workflow for two weeks and compare the results and the usage per person.
