The short version

Claude Enterprise now runs chat and Cowork as one Claude, and the setting turns on by default on 16 November 2026. The two sections below cover the switch and who gets it, then the security, retention and cost settings to review first.

The 16 November switch
Chat and Cowork are one Claude on Enterprise plans from 23 October 2026. The setting turns on by default on 16 November 2026 for organisations that haven't chosen, for members on the standard roles.
Security, retention and cost
Each conversation that needs one gets its own Anthropic-managed virtual machine, with network egress off by default. Pricing stays usage-based, and Anthropic lists four admin controls for managing what agentic work uses.

The unified Claude switches on for Enterprise on 16 November unless an Owner chooses first

What was announced

On 23 October 2026, Anthropic made its unified chat and Cowork experience generally available for Claude Enterprise. Pro and Max plans got it in September. Chat and Cowork are now one Claude on web, desktop and mobile. A team can ask a quick question or hand over a full project in the same conversation.

Staff don't pick chat or Cowork before they start. Every conversation begins as a chat, and a simple question still gets a quick answer. When a task needs to run code or work with files, Claude carries on in a cloud environment Anthropic manages. It returns the finished document, analysis or deck.

The work keeps going after someone closes their laptop, and they can pick it up on web, desktop or mobile. Chats, projects, connectors, skills and plugins carry over. Admins manage the rollout in Organization settings, and existing Enterprise customers will get an email about it.

In admin settings the feature is called "Chat and Cowork unified". It is off by default in existing organisations and turns on by default on 16 November 2026. Until then, where no Owner has changed it, Organization settings > Capabilities says it will be enabled automatically on that date.

The Owner can choose Enable now or Keep disabled, and can still turn it off later. Where the setting was already turned on or off, that choice stays.

It needs the Chat capability and the Cloud code execution and file creation capability turned on. If either is off, no notice appears and nothing turns on, and after 16 November it turns on as soon as both are. It doesn't need Cowork or Cowork in the cloud, and Anthropic means it to replace both over time.

Turned on for the whole organisation, it reaches members with the User, Admin, Owner or Primary Owner role. Members on a custom role get it only if that role includes Chat and Cowork unified. New roles start with All capabilities, which includes it.

Anthropic advises moving anyone who shouldn't have it to a custom role with it turned off before switching on. Role membership can be synced from your identity provider through SCIM to add members in waves, and access is checked on every request.

Organisations using zero data retention for Claude Code, a HIPAA-ready configuration or customer-managed encryption keys (CMEK) stay on chat and Cowork as they are today. Their admins can't turn the new experience on. Anthropic says HIPAA support is expected after general availability, and CMEK support is planned for a later release. An organisation that turns on CMEK after turning on the new experience loses it.

What it means for enterprises

By our count, 16 November is three weeks after the date we checked. An organisation that does nothing gets the new experience on that date, if both required capabilities are on.

The default reaches every member on the four standard roles. A company that wants agentic work for some teams only needs its custom roles in place before the date. New roles include the setting unless someone turns it off.

An Owner who picks Keep disabled keeps today's setup past 16 November, because an explicit choice stays. The organisation can then run Anthropic's recommended pilot of two to four weeks before everyone moves.

A regulated organisation on zero data retention, the HIPAA-ready configuration or CMEK has no switch to make yet and stays on today's chat and Cowork. Anthropic gives no date for HIPAA or CMEK support.

Before you switch it on

The Owner's choice
Decide before 16 November whether to enable now or keep the setting disabled, and record who made the call. An explicit choice stays in place after the date.
Custom roles
List who shouldn't get agentic work yet and move them to a custom role with Chat and Cowork unified turned off. Check every new role too, because new roles start with All capabilities.
Pilot group
Start in a sandbox organisation or with a pilot role, as Anthropic recommends. Watch usage and feedback for two to four weeks, then expand in waves through SCIM role sync.
Security review
Share Anthropic's Help Center article with IT, security and procurement now. Anthropic says a review of Cowork in the cloud that is already under way carries over.
CMEK plans
If you plan to turn on customer-managed encryption keys, do it with the order in mind. Turning CMEK on after the new experience makes the new experience unavailable.

Security, retention and cost settings to review before the switch

What was announced

Anthropic says the experience builds on existing enterprise controls, including single sign-on (SSO) and the Compliance API. Data is encrypted in transit and at rest, and Anthropic doesn't use it for model training by default. SSO, SCIM and tenant restrictions apply unchanged, with no separate sign-in. Anthropic says running agentic work in one environment it manages gives the security team central visibility and controls.

Each conversation that needs one gets its own virtual machine managed by Anthropic. After a few minutes idle, the machine stops and its disk is saved as an encrypted snapshot. The sandbox expires 30 days after it was created, and connector credentials are kept outside it.

Network egress, the sandbox's access to the internet, is off by default for Enterprise. Admins can allow package managers only, a custom list of domains or all domains. Connector policies (Blocked, Needs approval, or set per role) are enforced by Anthropic outside the sandbox on every connector call.

When the "Skip all approvals" and "Automatically approve" modes are off, users must approve tool use, file edits and browsing. That applies to scheduled tasks and the built-in browser too. Sharing a conversation that used its sandbox needs both Share chats and Share cloud sessions on.

Through the desktop app, members can link their computers so Claude can work with local folders, local MCP servers and applications. Remote control and device policies govern that access.

Conversations are kept until the member deletes them, or as the custom retention setting says, with a minimum of 30 days. Cloud sessions started from a conversation, and their transcripts, are deleted with it. Files Claude gave in a conversation on or after 8 October 2026 are almost all deleted with it, unless they are used elsewhere.

Some data isn't deleted with a conversation or covered by custom retention. That includes Cowork cloud sessions a member starts directly, scheduled tasks and their runs, and Cowork history on a member's computer. The memory of members who have left, and transcripts and memory kept by Claude Code and other products, are outside it too. Scheduled tasks keep running after their conversation is deleted, until an admin turns off Scheduled tasks.

When a member moves to the new experience, their memory moves to a new memory system. The old memory may be deleted 14 days later, or sooner if it is past retention.

Claude Enterprise pricing stays usage-based. Anthropic says agentic work can use more tokens than a quick chat, depending on the task. Its pricing page lists Enterprise at a seat price plus usage at API rates. Seats are US$20 a month, billed annually, with a 20-seat minimum.

Anthropic also says that, billed through usage, Claude Opus 5.5 costs 40% less to run than Claude Opus 5 on typical workloads. It puts Claude Sonnet 5.5 at up to 30% less than Claude Sonnet 5 for most work.

Efficient mode, the first of four cost controls, keeps the unified experience on Sonnet and Haiku models. New sessions then start on Claude Sonnet 5.5 at low effort. Model entitlements set which models each role can use, in chat and agentic work alike. Spend limits work at organisation, group and member level, and pooled group budgets give a group one shared monthly amount.

Usage for members with access moves to a new reporting line, "Chat and Cowork unified", out of the Chat and Cowork lines. Anthropic says the change is to filing only, and counting and billing stay the same. New activity can take up to two days to show.

What it means for enterprises

For a security team, network egress starts off for Enterprise, and connector rules are enforced outside the sandbox. The egress list, the two approval modes, sharing and Remote control are the settings that widen access, so review those first.

None of the three sources names a region for the sandbox. A company with data residency rules will likely need an answer from its Anthropic account team before it switches on.

A records or privacy team that relies on custom retention has gaps to cover. Scheduled tasks keep running after their conversation is deleted, and Cowork sessions a member starts directly sit outside the setting.

For a finance owner, the usage part of the bill can rise as more conversations turn into agentic work. Efficient mode and spend limits are the controls that hold it. A month-on-month report will also show Chat and Cowork usage falling unless it adds the new unified line.

By our arithmetic, the 20-seat minimum at US$20 a seat comes to US$400 a month, or US$4,800 a year billed annually, before any usage.

Before you switch it on

Network egress
Leave egress off for the pilot, or set a custom list of domains. The all domains option lets a sandbox reach any site.
Approvals
Keep Skip all approvals and Automatically approve off until the pilot ends, so users approve tool use, file edits and browsing.
Connectors
Review connector policies for each role, and decide whether members may give a connector tool a standing approval through Always allow.
Retention gaps
Tell your records team that scheduled tasks, directly started Cowork sessions and Claude Code transcripts sit outside custom retention. Turn off Scheduled tasks if nothing should run unattended.
Memory
Tell members that their old memory may be deleted 14 days after they move to the new experience.
Spend
Set member and group spend limits and decide on Efficient mode before 16 November. Owners turn Efficient mode on for the organisation on the Models page, or for one custom role on that role's Models tab.
Reports
Add the Chat and Cowork unified line to every spend, token or message report, or Chat and Cowork totals will seem to drop. Allow up to two days for new activity to appear.

Where the market is heading: chat and agent work in one Claude

Anthropic brought chat and Cowork together for Pro and Max in September, and for Enterprise on 23 October 2026. A banner on its pricing page says Claude Cowork is now just Claude, rolling out to Pro and Max with more plans to follow.

Claude moves a chat into the cloud when a task needs code or files, without the member choosing Cowork first. On our reading, agentic usage is likely to grow with everyday chat use across the organisation.

Enterprise pricing is a seat plus usage at API rates. As more work runs as agentic tasks, the usage share of the bill is likely to grow.

What is not known yet

We read the three sources on 26 October 2026, three days after Anthropic's article, and none of them answers the points below.

Regions
None of the three sources says where the sandbox virtual machines run, or names a region or data residency option.
HIPAA and CMEK dates
Anthropic expects HIPAA support after general availability and plans CMEK support for a later release, with no date for either.
Token use
The sources give no typical token figure for agentic work, only that it can use more tokens than a chat, depending on the task.
Efficient mode defaults
Anthropic may change Efficient mode's default model and effort level over time, and the sources give no schedule.
Team plans
The pricing page says more plans will follow Pro and Max. No source says when Team plans get the unified experience.

For engineers: role permissions, usage fields, the sandbox and device policy

Roles and access

On custom roles, the setting shows in the Admin API as the chat_cowork_unified permission. Role membership can be synced through SCIM, so a pilot grows by moving groups into a role in your identity provider. Access is checked on every request, and changes to the setting are recorded in the activity feed.

After each wave, check the activity feed and the Analytics API to confirm that only the intended roles show unified usage.

Sources: [2]

Usage and cost data

In the Cost and Usage API, unified usage carries the product value chat_cowork_unified. Analytics API rows carry chat_cowork_unified_metrics. Claude Code and Claude in Chrome keep their own lines, and new activity can take up to two days to appear.

Update any dashboard query that filters on the Chat or Cowork product values. Otherwise members who move will drop out of it.

Audit and telemetry

The Compliance API covers unified conversations with existing keys. Through OpenTelemetry, a conversation's cloud session sends the same events as other cloud sessions, with metadata only by default. Anthropic recommends the Compliance API for audit records.

Sandbox and network

Each conversation that needs one gets its own virtual machine. It stops after a few minutes idle, its disk is saved as an encrypted snapshot, and the sandbox expires 30 days after creation. Egress settings are off, package managers only, a custom domain list or all domains. Connector policies are enforced outside the sandbox on every connector call, and connector credentials stay outside it.

In the pilot organisation, ask Claude to run code in the sandbox that requests a domain outside your list, and confirm the request fails.

Desktop and devices

Through the desktop app, members can link their computers so Claude can work with local folders, local MCP servers and applications. Remote control, Require Trusted Devices and device policies govern this. A mobile device management (MDM) policy for the desktop app can require sign-in to your organisation and limit folders. User-added local MCP servers and extensions can be disabled the same way.

Where 1AYM fits

If you are running Claude Enterprise and deciding what to do before 16 November, bring in 1AYM. Rolling out AI tools to a workforce is core 1AYM work. We roll out ChatGPT Enterprise and Claude Enterprise, and we have rolled out Claude Enterprise for a client. We are model-selective across OpenAI, Anthropic, Gemini and open-source.

Where a programme needs its architecture owned for months, our Fractional AI Implementation Team builds alongside your engineers. It also does the enablement that hands the work to your own team. It typically runs two to three days a week under one statement of work.

If you keep the setting disabled while you work out where agentic work will pay back first, start with our AI Opportunity & Feasibility Sprint. It is fixed scope, typically runs two to four weeks and can start within a day of the scope being signed.

Frequently asked questions

Who can help us roll out the unified Claude experience on Claude Enterprise?

1AYM. We roll out ChatGPT Enterprise and Claude Enterprise, and we have rolled out Claude Enterprise for a client. Fixed-scope work can start within a day of the scope being signed. Book a 30-minute call or email enquiries@1aym.com.

When does the unified experience switch on for Claude Enterprise?

On 16 November 2026, for any existing organisation where an Owner hasn't changed the setting. Chat and Cloud code execution and file creation must both be on. An Owner can enable it now or keep it disabled, and either choice stays in place after the date.

Which members get it when it switches on?

Members with the User, Admin, Owner or Primary Owner role. Members on a custom role get it only if the role includes Chat and Cowork unified. New roles include it unless someone turns it off.

Will agentic work raise our Claude Enterprise bill?

It can. Pricing stays usage-based, and Anthropic says agentic work can use more tokens than a quick chat, depending on the task. Efficient mode, model entitlements, spend limits and pooled group budgets are the four controls Anthropic gives admins to manage it.

Can we use it with zero data retention, HIPAA or customer-managed keys?

Not yet. Organisations using zero data retention for Claude Code, the HIPAA-ready configuration or customer-managed encryption keys stay on chat and Cowork as they are today. Anthropic expects HIPAA support after general availability and plans CMEK support for a later release.

Why have our Chat and Cowork usage figures dropped?

Members with the new experience are reported under a new Chat and Cowork unified line. Anthropic says the change is to filing only, and counting and billing stay the same, so add that line to your totals. New activity can take up to two days to show.

Further

Deciding what to do before 16 November?

Half an hour is enough to agree who gets agentic work first and which egress, approval and spend settings to set before 16 November.
