The short version

GitHub made Copilot access available on 28 October 2026 to GitHub Enterprise Cloud customers that work with an account team. It drops the Copilot seat charge for licensed users and bills Chat, code review and agent use against the enterprise budget from the first request.

The new billing model
$0 a seat for GitHub Enterprise Cloud users and $10 a month for others through Copilot Standalone, with no included AI credits. Enterprises can get it now through an account team.
Switching or staying
Business and Enterprise customers can stay where they are. A move applies to every organisation in the enterprise and takes effect on the first day of a month.

Copilot access: no seat charge for GitHub Enterprise Cloud users, and AI credit use billed from a budget

What was announced

GitHub announced on 28 October 2026 that GitHub Enterprise now includes access to Copilot. Enterprises with a GitHub or Microsoft account team can get Copilot for every user with a GitHub Enterprise Cloud licence, at no seat charge.

People in the enterprise account without that licence get the same access through Copilot Standalone, at $10 per user per month. GitHub says the charge covers identity, access, policy, security and administration controls.

Both options have the same features and models as Copilot Enterprise, but neither includes monthly AI credits per seat. Usage is metered against the enterprise budget from the first request, under the policies, alerts and attribution the enterprise already has.

Usage is counted in GitHub AI Credits at $0.01 a credit. For comparison, Copilot Business costs $19 per user per month and includes 1,900 pooled AI credits per user. Copilot Enterprise costs $39 and includes 3,900. The pools reset at midnight UTC on the first of each month, with nothing carried over.

GitHub's pricing page lists the Enterprise plan at $21 per user per month, with GitHub Copilot access among its features.

The billing model is available now for GitHub Enterprise Cloud through an account team. Self-serve isn't open yet, and GitHub says it will open in stages. It isn't offered on GitHub Free, GitHub Team or self-service Enterprise Cloud trials.

What it means for enterprises

GitHub says that once Copilot is included, usage against the enterprise budget is the main thing to manage.

By our arithmetic at list prices, Business's 1,900 credits are worth $19, which is its seat price. Enterprise's 3,900 credits are worth $39, also its seat price. On those plans a team pays at least the seat total each month, used or not.

On Copilot access, by the same arithmetic, a licensed user costs only what they use. That assumes the Enterprise Cloud licence price stays the same for an enterprise that moves, and the sources don't say.

In our own illustration, 100 licensed developers on Copilot Business pay $1,900 a month in seats. If their use comes to $1,200 in a month, Copilot access would bill $1,200 against Business's $1,900. If it comes to $3,000, both bill $3,000, which on Business is $1,900 in seats plus $1,100 over the pool.

Whether a move saves money likely depends on how much your developers use. It also depends on how many people would need Standalone, at $10 a month each on top of their usage.

When the budget runs out, developers keep their seats, and code completion and next edit suggestions keep working. Copilot Chat, Copilot code review and Copilot in the cloud need budget to run.

Before you switch it on

Total usage
Price all of your AI credit usage at $0.01 a credit. Include the usage your pool covers today as well as any overage, as GitHub's guide says.
Users without a licence
Count the people with no GitHub Enterprise Cloud licence who would need Copilot Standalone, and add $10 a month for each.
Account terms
Ask your account team to confirm any account-specific pricing before you compare the two totals.
Budget owner
Name who owns the enterprise budget and who gets its alerts. Every chat, review and agent request draws on it from the first use.

Moving is voluntary, and a move covers the whole enterprise

What was announced

Enterprises on Copilot Business or Copilot Enterprise can keep their plan, and there is no automatic move. Both plans stay on sale, and current self-serve subscriptions are unaffected.

Copilot access covers the whole enterprise and can't be combined with Business or Enterprise seats in it, even in a single organisation. An enterprise can mix the two access options, with some users covered by their Enterprise Cloud licence and others on Standalone.

Seats still have to be assigned, including to people who hold an Enterprise Cloud licence, so nobody gets Copilot automatically.

To move, an enterprise asks its GitHub or Microsoft account team. GitHub says contacting the team doesn't change billing by itself or guarantee a date, and transitions take effect on the first day of a month.

To prepare, GitHub's guide says to estimate the cost and set spending controls from that estimate. It also says to keep the 'AI credits paid usage' policy on and to check the firewall allowlist.

What it means for enterprises

Because the rule covers the whole enterprise, a single team can't try Copilot access inside an enterprise that stays on Business or Enterprise.

On Copilot access, spending limits apply from the first metered request, so budgets can be the main control on spend.

Business and Enterprise allow usage past the pool by default. An enterprise on those plans that has never set budgets may already pay for overage, and its own usage figures will show whether it does.

Before you switch it on

Every organisation
List each organisation in the enterprise and its current Copilot plan, because a move covers all of them.
Budgets
Set user, cost-centre and enterprise budgets from your usage estimate. Turn on 'Stop usage when budget limit is reached' wherever a limit must hold.
Paid usage policy
Check that the 'AI credits paid usage' policy is on, as it is by default, and keep it on, as GitHub's guide says.
Firewall
If your allowlist permits only *.business.githubcopilot.com, add *.enterprise.githubcopilot.com, as GitHub's guide says.
Seat assignment
Agree who assigns seats on the first day, since nobody gets Copilot until a seat is assigned.

Where the market is heading: Copilot spend likely to track usage

Copilot access removes the seat charge for Enterprise Cloud users and the included credits with it. What an enterprise pays for Copilot then likely follows how much its developers use Chat, code review and agents.

For a finance team, Copilot spend would likely rise and fall with use from month to month. GitHub's existing budgets, cost centres and alerts would then be the main way to control it.

Business and Enterprise remain on sale, so an enterprise can choose between seats with pooled credits and billing on use alone. Pricing last month's usage both ways at list prices would show which of the two would have cost less.

What is not known yet

We read the four sources on 29 October 2026, the day after the announcement, and none of them answers the points below.

Enterprise Cloud licence price
None of the four pages says whether the Enterprise Cloud licence price changes for an enterprise that moves to Copilot access.
Account-specific pricing
GitHub tells enterprises to confirm account-specific pricing with their account team, and none of the four pages gives those prices.
Self-serve dates
GitHub says self-serve opens in stages 'in the coming weeks' and hasn't given dates.
GitHub Enterprise Server
The pages name GitHub Enterprise Cloud only, and don't say whether Copilot access covers GitHub Enterprise Server.
Per-model rates
We didn't read GitHub's credit rate for each model for this post, so it gives no per-model costs.

For engineers: credits, budget levels, the paid usage policy, the firewall allowlist and client versions

Credits and what they pay for

GitHub AI Credits cost $0.01 each. Credits pay for Copilot Chat, Copilot CLI, the Copilot cloud agent, Copilot Spaces, Spark and third-party coding agents.

Inline code completions and next edit suggestions aren't billed in credits. They stay unlimited and keep working with no budget left.

On Business and Enterprise, credits are pooled, so by our arithmetic 100 Business users share 190,000 credits. Unused credits lapse when the pool resets at 00:00 UTC on the first of each month.

Budget levels

Budgets are set in US dollars. They can be set per user, per cost centre and per organisation, and as an enterprise spending limit. Turn on 'Stop usage when budget limit is reached' to enforce one.

Budget limits never remove assigned seats, and a user-level budget is a hard stop. On Copilot access, limits apply from the first metered request.

Copilot usage from a GitHub App installation is billed to the organisation that owns it, and an individual app can't have its own budget.

Before the switch

If your firewall allowlist permits only *.business.githubcopilot.com, add *.enterprise.githubcopilot.com. The 'AI credits paid usage' policy is on by default, and GitHub says it has to stay on.

GitHub's minimum client versions are VS Code 1.120, Visual Studio 2022 17.14.33 and Visual Studio 2026 18.6.0. For the plugins and the CLI they are JetBrains 1.9.1, Xcode 0.50.0, Eclipse 0.18.0 and Copilot CLI 1.0.48.

Frequently asked questions

Who can help us decide whether to move to Copilot access?

1AYM. Our AI Opportunity & Feasibility Sprint is fixed scope, typically runs two to four weeks and can start within a day of the scope being signed. Book a 30-minute call or email enquiries@1aym.com.

How much does Copilot access cost?

Users with a GitHub Enterprise Cloud licence carry no seat charge. Copilot Standalone costs $10 per user per month for users without one. Chat, code review and agent use is billed on top from the first request, at $0.01 per AI credit, while code completion isn't billed.

Do we have to move off Copilot Business or Copilot Enterprise?

Moving is voluntary and doesn't happen automatically, and both plans stay on sale. If you do move, the whole enterprise moves, because Copilot access can't run alongside Business or Enterprise seats.

What happens when our Copilot budget runs out?

Developers keep their seats, and code completion and next edit suggestions keep working. Copilot Chat, Copilot code review and Copilot in the cloud need budget, so they stop until there is budget again.

Will Copilot access cost less than Copilot Business?

By our arithmetic at list prices, a team that uses less than its Business pool would pay less on Copilot access. A team that uses more would pay the same. That assumes the Enterprise Cloud licence price doesn't change, and it leaves out any Standalone users at $10 a month each.

Can we try Copilot access on one team first?

Not inside an enterprise that stays on Business or Enterprise. The billing model covers the whole enterprise, including its individual organisations.
